Key Architectural Outcomes & Engineering Deliverables
Core verification criteria and mission milestones established by this document
- Establishes an explicit boundaryless perimeter conforming strictly to NIST Special Publication 800-207.
- Implements hardware-bound cryptographic identities (FIPS 140-3 PIV/CAC) with non-bypassable Policy Enforcement Points.
- Defines software-defined micro-segmentation tunnels terminating at kernel-level cryptographic gateways.
- Achieves continuous endpoint posture scoring integrated into central automated SIEM access brokers.
1. Executive Context & Regulatory Scope
In compliance with Executive Order 14028 (Improving the Nation's Cybersecurity) and OMB M-22-09 (Moving the U.S. Government Toward Zero Trust Cybersecurity Principles), modern federal information enclaves must operate on the fundamental assumption that perimeter defenses are breached and internal networks are hostile.
This blueprint establishes a hardened reference architecture adhering to NIST SP 800-207, the CISA Zero Trust Maturity Model (ZTMM v2.0), and DoD Zero Trust Strategy pillars.
2. Core Architecture: PDP/PEP Separation
Zero Trust architecture mandates a strict separation between the Policy Decision Point (PDP) and the distributed Policy Enforcement Points (PEP) across all asset tiers.

Architectural Tenets
- Never Trust, Always Verify: Every transaction (North-South and East-West) requires continuous mutual authentication (mTLS) and explicit authorization.
- Least Privilege Enclave Boundaries: Authorization decisions are contextual, evaluating subject identity, device cryptographic posture, geo-telemetry, and data sensitivity tier.
- Session Lifetime Decoupling: Access grants are ephemeral, with cryptographic bearer tokens limited to a maximum 15-minute lease time subject to real-time risk revocation.
3. Micro-Segmentation & Boundary Matrix
Every federal workload is partitioned into discrete cryptographic micro-enclaves. Communication between tiers is prohibited unless explicitly registered in the dynamic policy graph:
| Enclave Tier | Allowed Ingress | Protocol / Cipher | PEP Enforcement Mechanism |
|---|---|---|---|
| Tier 0: Identity & Root PKI | Management Jumpbox | TLS 1.3 / ChaCha20-Poly1305 | Hardware HSM + FIPS 140-3 Card Reader |
| Tier 1: Core Analytics & SIEM | Tier 2 Collectors, PEP Brokers | WireGuard / Curve25519 | Kernel eBPF Packet Filter + Mutual TLS |
| Tier 2: Application Services | Identity-Aware Reverse Proxy | HTTP/2 over mTLS (ECC P-384) | NGINX/Envoy sidecar proxy + OIDC Validator |
| Tier 3: Edge Devices & IoT | Direct Ingress Prohibited | One-way syslog / MQTT over TLS | Edge Data Diode / Zero Trust Gateway |
4. Verification & Continuous Diagnostic Checklist
Before any device or operator is granted an active session into the enclave, the automated Policy Engine verifies the following checklist:
# Example Policy Enforcement Point check script for endpoint verification
check_endpoint_posture() {
local client_cert="$1"
local edr_status="$2"
# 1. Verify FIPS 140-3 PIV/CAC validity via OCSP responder
openssl ocsp -issuer /etc/pki/fed-ca.crt -cert "$client_cert" -url https://ocsp.enclave.mil || return 1
# 2. Check CrowdStrike Falcon / Sentinel agent telemetry score
if [ "$edr_status" -lt 85 ]; then
echo "ERROR: Endpoint posture score below threshold: $edr_status" >&2
return 2
fi
return 0
}
- Hardware token (PIV/CAC) presents non-exportable private key authenticated via FIPS 140-3 validated crypto module.
- Device certificate validated against Federal Common Policy Root CA via real-time OCSP stapling.
- Endpoint Detection & Response (EDR) agent actively telemetry-syncing within last 60 seconds with 0 active zero-day detections.
- Host operating system verified secure boot state and bitlocker/LUKS volume encryption enabled.
- Ingress tunnel terminates within user-specific network namespace; no ambient lateral subnet routing permitted.
